重庆中央商务区建设中的问题与对策

重庆中央商务区建设面临五大问题：推进主体不明确、发展空间不足、外缘地区产业层次低、环境质量不高、形象和功能亟待改善。要以市政府为主导、渝中区为主体,举全市之力分阶段推进;应实施“中心开花、南北挺进”战略,先期启动解放碑为中心的硬核地区,后期南北拓展以形成“两江四岸滨水商务区”;通过危旧房改造、发展利用地下空间和教育移民“三管齐下”解决用地紧张矛盾;通过适时搬迁整合朝天门等三大批发市场以置换功能、发展物流园区;通过整合归并三大公园以改善中央商务区生态环境质量;通过策划建设一批具有重庆特色的标志性建筑以提升中央商务区品质。

Important suggestion for the planning and construction of Chongqing CBD

Chongqing has conditions of developing regional Central Business District(CBD). Several important suggestions in the paper were shovved for Chongqing CBD. Planning and consttuction of Chongqing CBD should be guided by city govemment,mainly driven by Yuzhong district. Spatial developmental modei for CBD should be to develop Jiefangbei core firstly. After that, it should expand northoward across Jialingjiang River and southward across Yangtze River, which will form "2 - rivers & 4 banks CBD". Land shortage in CBD should be relieved through reconstruction old houses and exploiting underground space. Population in CBD should decrease by migration. That is, many young people will enter university and work outside. Wholesale market in Chaotianmen should be moved out to the train station at Caiyuanba in order to displace me functions and develop a trade park. Ecosystem environment quality in CBD should be improved by integrating Pipashan park, Chongqing Teenage Paradise and Chongqing Workers' Palace.
