| 摘 要： | 一方面，中国行政改革势在必行；另一方面，中国行政改革任重而道远。但不论从那一方面看，科层制的利弊都应引起我们的重视，行政改革不仅仅是机构和人员的缩减，更是行政效率的提高。

| Abstract: | In one respect, administration reform is imperative ,on the other hand, it is a shoulder heavy responsibilities. No matter see from which aspect, we should think of the gains or the losses of the leveled department system. Chinese administration reform is not only a simplifying of the organization or personnel,it should promote the efficiency of admimistration. |
