中国北方城市行政管理制度的演变——兼论金代的地方行政区划

中国古代州郡治所城市一直由附郭县管理,经唐末五代及辽代的演变至金代出现了专门管理诸京、府镇、防御州治所城市的警巡院、录事司和司侯司。作为城市行政管理制度,在《金史.百官志》中有明确记载,但作为地方行政区划制度却被《金史.地理志》疏漏。清代以来,已有学者注意并指出了这一问题。本文利用大量历史文献对其行政管理制度进行了深入研究,希望引起学术界对这一问题的重视。

Development of the Urban Administrative Management System in North China:also on Provincial Administrative Divisions of the Jin Dynasty

In ancient China,the city which acted as the center for both the state,prefecture and county was always administrated by the county government.It was in the Jin dynasty that the jingxunyuan,lushisi,sihousi were specially established to administrate the centers of states,prefectures and districts.the jingxunyuan,lushisi and sihousi are clearly recorded in the History of Jin Dynasty: Officials as urban administrative institutions,while it was omitted in the History of Jin Dynasty: Geography as local administrative divisions.This had been noticed by some scholars since the Qing Dynasty.Based on a large number of historical documents,this paper presents a profound study on the administrative institutions so as to draw academic attention to this issue.
