| 摘 要： | 党的十一届三中全会以来,党和国家致力探索出一条以科学发展观为核心的非均衡协调发展的新路径,实现了公平和效率的高度统一,使"看得见的手"和"看不见的手"完美结合,构建起以企业为主的区域经济主体,带动区域经济效率的整体提升,对我国社会经济发展产生了重大而深远的影响,成为三中全会彪炳史册的又一巨大贡献.
