国债的流通性与增发空间

本文回顾了我国国债市场化程度不断提高 ,促进了国债金融工具功能的发挥 ,并逐渐成为金融调控的重要工具的发展历程。论述了由于我国国债市场的发展 ,国债流通性不断提高 ,拓展了国债发行空间。分析了目前我国国债市场建设中存在的问题 ,提出了建立适合我国国情的、具有高度流通性的国债市场的对策。

The Negotiability of the Government Bond and the Scope for Seasoned Offering

With the marketilization of China's government bond market enhanced,the government bond will exert the financial instrument function and become the main instrument of financial control.The improved negotiability enlarges the scope for the issuance of the government bond.Through the analyses of the problems in the construction of China's government bond market,this paper provides the suggestion for setting up the government bond market with highly negotiability adaptable to China's specialties,which will realize the financing function and be helpful for the coordination of the fiscal policy and the monetary policy.
