试论政府在信用制度建立中的作用

中国的市场经济是由计划经济转轨而来的，信用基础十分薄弱，因此要改善信用秩序，无论政府还是民间都必须经过一个转变传统思维方式和做法的痛苦过程。在市场经济还不够完善的情况下，政府对维护信用秩序所起的作用是不容忽视的。为此，必须实现政府的职能转换，给信用制度建设营造一个良好的政策环境。

Functions of Government in Establishing Credit System

Market economy of China originates from plan economy, so it's credit basis is very weak. It must be very difficult for both government and public to change traditional way of thinking, in order to im-prove the credit order. In the case that our market economy is imperfect, it is very important for government to keep the credit order. Therefore, we must change the functions of government, so that there will be a good policy environment to establish credit system.
