论流通主体——再谈流通体制改革几点意见

在既坚持社会主义,又实现市场化的前提下,我国流通经济的发展必须突出主体.流通领域的经济形式要以民营资本为主体,它是由流通领域的本质和特点所决定的.对外开放要以内资为主体,这是维护主权和维护中小企业生存的需要.八亿农民应该成为农村市场的主体,并要发挥政府职能的主导和引导作用,发挥城市流通产业的示范和模范作用.商品要坚持以商务部门归口管理为主体,管商品货源,管终端供应,管生活服务,管食品安全,管进出口商品.改造、整合现有的工业品批发市场,规范交易行为,完善以配送为中心的服务功能,提高现代化管理水平,以此来构建具有我国特色的工业品批发体系的框架.我国价格体系的建设要以市场价格为主体,国家少管或不管才能搞活经济.
