摘    要:立足黑龙江省高校在人力资源总量、结构和素质方面的现状,针对人力资源管理中存在的问题,构建了包括人才规划机制,引进、选拔和任用机制,开发培训机制,竞争和激励的动力机制,人员流动机制,绩效考评机制在内的人力资源管理机制的完整体系。

Abstract:The paper based on the current situation of total amount, structure and quality of human resources in the universities of Heilongjiang province, according to the existing problems of human resources management, built a complete system of human resources management mechanism, including the mechanism of talent planning, the mechanism of introduction, selection and appointment, mechanism of developing and training, driving mechanism of competition and excitation, mechanism of personnel flow, and mechanism of performance evaluation.
