从占有角度探讨林权改革及其收益分析

讨论了面对林权改革从产权角度进行分析的一些成果和不足，这种分析策略主要从国有、集体所有和私人所有权三者转变的角度来讨论林权改革的效果，但是并不能说明林权改革所有权转变的具体内涵及其单纯产权形态转变而带来的对林业资源利用效率影响的具体机制。所以用“占有”作为基本概念来代替从产权角度进行的分析，从而采重新认识这个改革过程。占有可以具体地细分为三个维度，它包括：占有的排他性方位、占有方式的选择范围和占有的时限。用这三个维度更细致的研究林权改革过程中的林业资源利用方式的变化，哪些维度的变化对林业资源的利用效率产生了积极的影响哪些维度的变化没有达到预期的效果，从而更好地认识和指导林权改革的开展。

Analysis of the Forest Right Reform and Its Benefit from Perspective of Ownership

This paper discusses the problems existing in former analysis of iorest right retorm through the property right perspective. This analytical strategy talks about the results of forest right reform by seeing the state owned property, group owned property and privately-owned property as mutual transforming. However, the specific connotation of the transformation of the forest right reform and the influence of the pure transformation on efficiency of taking advantage of the forest resources are still not explained. The paper substitutes the concept of possessing for the property analysis, and thus reviews the reforming process. Possessing can be divided into three dimensions： the exclusion of possessing, the selecting range of possessing and the time of possessing. Using theses dimensions, detailed research on way of using forest resources in the reforming process are unfolded and more detailed and specific suggestions can be made.
