广东科技投入存在的问题、原因及对策

文章以广东1999—2006年的科技投入数据为基础，选择具备一定可比性的相关国家和地区的数据进行分析，文章认为：广东科技投入存在科技活动经费总量与产业经济规模不相适应、投入强度低、主体结构不合理等问题，导致这些问题的原因包括政府财政投入少、科技管理部门之间关系未能理顺、企业考核机制滞后等。并相应提出理顺财政投入机制、增加投入、支持创新等解决问题的对策。

Problems, Causes and Countermeasures of Investment in Science and Technology in Guangdong

Based on the data of science and technology investment in Guangdong from 1999 to 2006, the data having certain comparability with the relevant countries and regions are selected. The investment in science and technology in Guangdong exists many problems such as the incompatibility of the total investment in science and technology activities for the total economic scale industries, low intensity, the umbalance of the main structure and other issues. That leads to the cause of those problems such as the less financial investment, unclear relations between science and technology management departments, poor financing channels. Finally, some corresponding measures are suggested to solve those problems such as straightening out the mechanism of financial investment, increasing investment, supporting innovation and others.
