摘    要:基于H省直属国有林场的调研数据,分析了在考核激励制度下国有林场场长的应对措施以及这种措施对国有林场可持续发展造成的影响。在此基础上,从建立科学的国有林场场长政绩考核指标体系;完善国有林场场长选拔的监督机制;规范国有林场场长的责任目标制度等3个方面提出相关政策建议,防止国有林场场长短视行为的出现。

Abstract:⑴Background——For a period of time,China has taken the GDP growth rate as the main indicator of regional economic development and taken it as the most important evaluation standard for government officials at all levels.In the face of the government's assessment and incentive,the officials of provincial forestry administrative department must make full use of the forestry resources of the province,give full play to the advantages of the forestry resources of the province to continuously produce GDP and improve the GDP growth rate if they want to get the opportunity of promotion.As the subordinate of the provincial forestry administrative department,the performance of the head of the state-owned forest farm directly under the provincial government will also be assessed by the superior competent department.⑵Methods——Based on the collecting of 13 enterprises owned by state-owned forest farm directly under H province from 2007 to 2017,field and interviews are conducted on some state-owned forest farms to understand the real motivation and preference of state-owned forest farms to actively run an enterprise,and the effects of running enterprises on the sustainable development of state-owned forest farm are further analyzed.⑶Results——In the face of the appraisal incentives of the provincial forestry administrative departments including material,power and spirit,the managers of the state-owned forest farms directly subordinated to H Province tend to take economic measures that can be effective in the short term.In addition,when enterprises are set up,they tend to develop capital-intensive forestry industries,so as to show their own ability and performance as signals.The measures taken by the head of the state-owned forest farm in response to the appraisal incentive have a serious impact on the sustainable development of the State-owned Forest Farm:First,the repeated construction of the industry at a low level causes waste of all kinds of resources of the state-owned forest farm.Second,the competitiveness of the products produced by most of the enterprises run by the state-owned forest farm in the market is low,and the continuous loss leads to the loss of state-owned assets of the state-owned forest farm.Finally,the weakening on protecting the forest to provide ecological service of state-owned forest farm has endangered the national ecological security.⑷Conclusions and Discussions——Firstly,a scientific evaluation index system for the performance of state-owned forest farm managers should be established,and the quantity and quality of forest resources should be taken as the important indicators for the promotion and assessment of the managers of state-owned forest farms.Secondly,with the improved supervision mechanism for the selection of state-owned forest farm managers,it is suggested that the achievement goals,assessment standards,assessment procedures and assessment methods for the managers of state-owned forest farms should be open to the public in various forms.Finally,the responsibility target system of the state-owned forest farm managers should be standardized,and the appointment period of the state-owned forest farm managers should be effectively matched with the exposure period of the development of the forestry industry to prevent the short-sighted behavior of the state-owned forest farm managers.
