| 摘 要： | 中国已经加入世贸组织,必定要加强《反倾销条例》的实施力度。但是,主管当局在作出行政决定的过程中,应遵循法定程序,尤其是听证制度,这将有利于相对人参与决定的作出、防止行政偏私和权力滥用、保障行政公正和反映相对人的利益。但我国在这方面存在较大差距,本文对听证程序进行了深入分析与探讨。

| Abstract: | China has already entered the WTO and is bound to reinforce the implementation of Regulations of Anti-Dumping. In the process of making an administration order, the authority must observe the legal procedure, especially the procedure of hearing, which is in favorable to counterpart's participating in making a relative order, prevention of administrative prejudice and abuse of power and safeguarding the fair administrative procedure and counterpart's interests. |
