关于白河林业局改革的调查与思考

The Investigation and thinking about the reform of Forestry Bureau of Baihe

The paper analyzes the background, main measures and effects in Baihe forestry bureau of Jilin Province. The results are as follows. The reform brings the more integrated benefit and coordinated effect. According to the existing problems such as forest tenure reform and irrational limitation mechanism, etc, it gives some ideas to further the reform better. It holds that the reform of enterprises should not emphasize "three benefits consistent", it should focus on economic benefit, and support those few net assets value and fewer benefit enterprises.
