当代理人为委托人同时执行好几个任务时，新的问题产生了：这些任务之间的技术上的相互作用如何影响激励，委托人应该提供给代理人什么样的可行激励契约，本文给予了详细的分析，并据此论证：新一届中央政府承诺在年内全部减免农业税，极大地鼓舞了农民种田的积极性，不是靠政府的干预农民必须在农村务农，而是设计一种激励机制，在满足个人理性的前提下达到集体理性，这正是理性政府的决策理性所在，是坚持科学发展观的具体体现。

Based on Principle-agent: Action Analysis of Central Government Decision-Making on Countryside

The new problem produces when agent does many tasks at the same time for the principal. This paper discusses the problems in detail, and concluds that. The new government promises to reduce agriculture taxation for five years, which is incentive measure encouraging peasant to cultivate land. It is a rational selection for our rational government to do that and incorporate scientific development.
