论小流域旅游资源的可持续利用途径

更好地保护山区的自然环境，并通过旅游资源的有效开发促进山区经济的发展，是山区旅游业开发追求的双重目标。本文在分析旅游业发展对山区环境的双重影响——正负效应的基础上，指出山区旅游业的发展正面临着开发与保护的两难选择和困惑。为实现山区旅游的双重目标，需要在旅游的开发形式选择、产品性质和内容定位上，贯彻可持续发展的观念。以北京山区旅游资源的开发为例，提出了实现山区旅游可持续利用的途径和策略，即制订有效的旅游资源保护政策和相应措施，规划合理的分区布局模式，严格控制旅游开发强度，加强旅游的地域门槛分析和资源承载量分析等。

A Discusion on Sustainable Use Tourism Resources in Mini-valley

To Protect mountain environment and to develop mountain areas with effective use tourism resources are double targets. Basing on analysis the impact on mountain environment, This paper indicates that to develop or to protect tourism resources is in dilemma. To realize the double targets, Both choosing development form, product character and orientation and carrying through the ideas of sustainable development are needed. As a case of Beijing mountain mini-valley, the paper put forward some tract and tactic to realize sustainable use of mini-valley tourism resources, those are： To establish effective policy and measure to protect tourism resources; To plan rational distribution model; To control strictly exploitive intensity; Enhancing in analysis on threshold and resource capacity.
