| 摘 要： | 随着2005年2月26日《京都议定书》的生效,清洁发展机制(CDM)实施活动在全球范围内开始全面展开。黑龙江省是具有温室气体减排潜力的省份.对黑龙江省实施CDM项目进行SWOT定性分析,并引入层次分析方法进行SWOT定量分析.结合外部环境和内在环境,有利于制订适合黑龙江省特点且有切实有效的发展战略,最终促进经济的可持续发展。
