| 摘 要： | 节能减排意义重大，任务艰巨，既涉及生产环节也涉及消费环节，既涉及企业也涉及政府和一般公众。本文主要从生产环节和消费环节分析了目前节能减排面临的挑战及对策，基本观点是节能减排目标的实现有赖于各种社会角色在合理分工前提下的共同努力。

| Abstract: | Significance of energy conservation and discharge reduction is great and its task is arduous. It not only involves link of production, but also involves link of consumption. Not only it refers to business, but also refers to government and general public. From point of link of production and link of consumption, this essay analyzes challenges and ways that at present energy conservation and discharge reduction facing. Its main view is that realization of aim of energy conservation and discharge reduction depends on common efforts of several social characters on the premise of rational division of labor. |
