政府诚信缺失的经济学思考

诚信是现代社会生活,特别是市场经济的重要道德基础."信任失范"与"信任缺失"已威胁到我国市场经济的正常运行.在众多的诚信问题中,政府由于处于特殊的社会和政治地位,决定了政府诚信是整个社会的诚信体系核心和基础.因此,要构建诚信社会必先构建诚信政府.文章在对政府诚信行为主体进行假设的基础上,从委托代理理论入手,就成本收益、信息经济、产权归属等经济学的角度分析政府诚信缺失的原因,并以控制理论为指导,提出加强政府诚信建设的思路建议.

The Economics Thinking on the Lack ofthe Government Honesty

The honestyis the important moral foundationin modern social life,especially in the market economy."The trust anomie "and "the trust lack"has threatened the normal operation of our country's market economy.In numerous honesty problems,becauseof the special social and political positionof the government,the government honest is determined to be the core and basement of the whole honest system. Therefore,to buildhonest society must first build honest governance.Based on the hypothesis of the behavior subject of the government honest,from the principal-agent theory,this article analyzed the reasons of the lack of government honest from the angle view of economy such as cost and income,information economy and property right ownership.Guiding by the control theories,this article also put forward some thoughts and suggestions to strengthen the building of government honest.
