| 摘 要： | 学界关于我国人才培养体系的讨论多聚焦于现行教育制度,且多集中于微观层面,较少从宏观视角进行全面分析。本文认为,我国人才政策体系主要体现在人才培养和人才使用两个方面:前者包括教育制度方面的内容,后者涉及人才与人事制度。本文在对我国现行h型的人才政策体系进行分析的基础上,提出了构建全覆盖H型人才政策体系的制度安排。
