| 摘 要： | 针对在代建制实施中代建人和承包商发生合谋行为的可能性，建立了政府（投资人）、代建人和承包商三方的博弈模型，分析了在纯策略和混合策略情形下代建人和承包商合谋以及政府监管的纳什均衡条件，得到了有利于降低合谋行为发生率的关键政策变量，并为构建有效的代建项目监管机制提出了一些制’度措施和政策建议。

| Abstract: | Aiming at the possibility of collusion between construction agent and constructor in the implementation of agent construction system,a game model is built towards the triple parties of government(investor),construction agent and constructor.Nash equilibrium conditions of collusion between construction agent and contractor and of government supervision are analyzed under the situation of pure strategy and mixed strategies,and key policy variables helpful to decreasing the occurring rate of collusion behavior... |
