转型期我国农村公民参与问题及解决路径

公民参与是促使公共部门实现其公共责任和良好治理的重要手段。三十年改革开放的实践扩大了农村公民参与的空间，提升了农民的参与意识和能力，使公民社会逐渐形成。新形势下，拓宽农村公民参与的制度性空间，实现农民参与行为的规范化和参与方式的现代化，以公民积极有序地参与促进政府治理模式的转变，是改善乡村治理结构、促进农村经济发展、加快社会主义新农村建设的重要途径。

The Questions and Solutions to China's Rural Citizen Participation in Social Transforming Period

Citizen participation is an important means which can promote the public sectors to achive their responsibility and good governance. The practice of three decades of reform and opening up expands the space of citizen participation in rural areas, enhances the participation awareness and ability of the farmers, which makes civil society shape. Under the new situation, we should broaden the systemic space of rural citizen participation, realize the standardization of farmers＇ participation acts and the modernization of participation way,and make the citizen＇s active and orderly participation promote the tansformation of governance model, which is the important way to improve rural governance structure, to promote rural economic development, to accelerate the building of new socialist rural areas.
