乡村生态旅游公益性主体维度解析——以江苏兴化市乡村生态旅游发展为例

以兴化市乡村生态旅游发展为例,论述乡村生态旅游的公益性服务宗旨。要使这种公益性服务宗旨得到落实,必须把握好资源维度,把农民看作是旅游资源利用、旅游产品制造、旅游利益享受的主体;把握好服务维度,把政府看作是旅游决策、旅游服务、旅游资源保护的主体;把握好操作维度,把企业看作旅游受托主体、旅游经营主体和旅游创新主体,并形成政府、企业、社会统一的运行机制。

The Public Welfare of Rural Eco-Tourism: An Analysis from the Dimensions of Entities

The paper, taking the practice in Xinghua City as an example, discusses the rural eco-tourism and its quality of public welfare. To realize the aim of public welfare of rural eco-tourism, the following suggestions are given： from the dimension of resources, the entity of rights should be defined, and farmers are the entities to make use of tourism resources, to make tourism products and to enjoy tourism profits; from the dimension of service, the entity of responsibility should be deaned, and the government is responsible for decision-making, service, and tourism resources preservation; from the dimension of tourism operation, the entities are enterprises that are trusted agents to operate and innovate tourism business. All the above dimensions designated, an effective operational mechanism will be set up with the integration of the government, enterprises and the society.
