| 摘 要： | 介绍了用水定额管理在我国水资源综合管理体系中的作用以及用水定额管理的发展过程；分析总结了我国用水定额制度中存在的主要问题，包括目前用水定额计算方法的缺陷以及用水定额管理体制与机制的不足等。最后提出我国用水定额制定过程中需要体现的指导思想，并提出用水定额制度建设需要体现流域与区域相结合的管理机制。

Some main problems on water quota system in China, including calculating methods, management mechanism and framework, are analyzed. At last, the guide pfindples of establishing water quota and the integrated rnanagement mechanism of a fiver basin and local areas on water quota are put forward. |
