节约集约用地是经济持续发展的必经之路--节约集约用地基本理论问题探讨之二

社会经济发展是波动中持续增长的。在持续增长过程中，随着人口增加必然导致资源短缺，资源短缺导致价格上涨，价格上涨导致节约集约利用资源，这是人类社会发展演化的基本规律。这些变化是经济发展使资本积累到一定程度时才发生，并促使经济发展方式转变。分析国外经验，认为启动节约集约行动，推动发展方式转变的人均G N P的临界值是5000美元左右（约人民币三万多元），并进一步针对中国的情况，提出应该采用由东部到西部梯度推动节约集约用地工作，实行差别化节约集约用地策略。

Economical Intensive Land Use is the Path to Sustained Economic Development-Discussion on the Basic Theoretical Issues of Economical Intensive Land Use

Social and economic development is sustained growth with lfuctuations. In the process of continuous growth, population increase will inevitably lead to shortage of resources;the shortage of resources will probably drive prices up;and rising price will force people to use resources economically and intensively. This is the basic rule of evolution of human society development. The changes have taken place when the economic development to make capital accumulation to a certain extent, which promote the transformation of pattern of economic development. Through analysis of foreign experience, this paper argues that the marginal value of per-capita GNP for starting the economical and intensive operations and accelerating the transformation of economic development patterns is about$5000 （about RMB thirty thousand Yuan）. Following from this, especially, to China, this paper suggests that we should choose the gradient advance mode to promote the economical and intensive land use from east to west, and implement differentiation economical and intensive land use strategy.
