农村集体建设用地流转主客体之我见

正确辨识好农村集体建设用地流转主体、客体，是其实现入市流转的重要前提。结合目前流转中存在的主客体概念模糊、鱼目混杂、不易辨识等问题，在对集体建设用地、集体建设用地流转的概念、流转主体、流转客体进行较为深入分析和思考的基础上，对农村集体建设用地流转主体、客体进行了认真梳理和清晰界定，并从开展确权登记发证、完善流转政策、加强政府监管等方面提出了进一步做好流转主客体认定工作的相关措施。

On the Subject and Object of the Transfer of Rural Collective Construction Land

Correctly identifying the subject and object of the transfer of the rural collective construction land is an important prerequisite for realizing rural collective constructive land marketization. Be based on analysis of rural collective construction land, the concept of collective construction land circulation, and the subject and object of transfer, this paper points out that the subject and object of the transfer must be sorted out and clearly deifned. And then it puts forward some measures required for further improving the work related to identiifcation of circulation of subject and object from the aspects such as carrying out registration and certiifcation, improving circulation policies, and strengthening the supervision of the government.
