中国农村医疗保障制度的构建与可持续发展

医疗保障制度作为社会保障制度的一部分，在保障公民最基本的健康权利中起着重要的作用，但是由于经济、政治、社会历史等原因，我国农村医疗卫生保障制度覆盖范围窄，保障水平低，农民看病难，因病致贫返贫的现象非常普遍。从社会正义与公平、内生经济增长理论和反贫困理论入手，对农村医疗保障制度建设的必要性进行分析，进而从当前社会政策和社会实践的角度分析了其可行性，提出建立一个与经济发展水平相适应的、多层次的农村医疗保障制度。

On the Establishment and Sustainable Development of Rural Medical Security System

As a part of social security system, medical security system is playing an important role in ensuring the most fundamental right of citizen＇s health. But because of the economical, political, social and historical constraints, the coverage range of rural area health and medical community guarantee system is narrow in China. The guarantee still remains in a low level, the peasants are difficult to see doctor, and the phenomenon that causes poverty and return to poor is very common. Based on the society justice and impartiality theory, endogenous economy growth theory and anti-poor theory, this study makes a theoretical analysis on the necessity of building medical system in rural area, analyzes the feasibility in allusion to current society policy and social practice. Then a multi-level national medical service safeguard system is proposed to adapt with the development of economy.
