| 摘 要： | 日本高度重视海洋开发利用，在海洋战略、政策和立法等方面采取了许多措施。重点介绍近两年来的日本海洋政策，即《21世纪海洋政策建议书》和《日本海洋基本计划建议》，并据此提出制定中国海洋政策和措施的建议。

| Abstract: | Japan has paid much attention to marine development and utilization. Many measures are adopted in marine strategy, marine policy and marine legislation. This paper mainly introduces Japan＇s marine policy in recent two years, which include ＂A Proposal of Marine Policy for the 21th Century＂ and ＂A Proposal of Japan＇s Marine Basic Plan＂. Based on the study of these policies, some suggestions on China＇s marine policy and measures are put forward in the paper. |
