浅析新形势下水电工程造价控制与管理

水利工程多建于偏远的峡谷山区,具有规模大、周期长、地质条件复杂等特点。在分析了影响水利工程造价因素,如国家政策调控、地质灾害、设计更变等的基础上,提出了以设计为先导,重点把握可控因素(可研、招标、施工详图阶段的设计工作),发挥工程造价能动作用的基本思路。指出应树立全过程造价控制理念,建立工程造价控制目标,推广设计管理台账等造价管理控制措施,将投资控制压力,纵向分解到各设计阶段,横向传递至专业设计生产部门,达到控制工程总投资的目的。

Analysis on cost control of hydropower project under new situation and management

Hydropower projects are mostly built in remote high mountains and valley areas and feature as large scale,long con-struction period and complicated geological conditions.The influential factors of the cost of hydropower project construction,such as the regulation and control of the policy,geological disasters and design change etc.,were analyzed,and on this basis,the basic thought of controlling the cost was put forward,i.e,playing the active role of cost design and mainly controlling the control-lable factors,such as the design work in the stage of feasibility study,bidding,construction drawing,by taking design as the guide.The cost management measures such as controlling the cost in the whole process,setting up the controlling target and pro-moting machine account are provided to decompose the cost control pressure into each design stage vertically and transform the pressures to the professional design departments.Therefore,the purpose of controlling the total cost can be achieved.
