责任先于权利——他者视域中安徽和谐生态建设的伦理基石

“十二五”时期，安徽省要在承接产业转移、促进经济发展的过程中实现生态和谐，除了在制度上加大对环境污染主体的整治力度，还应当借鉴西方他者伦理学中责任先于权利的观念，坚持环境至上的原则，确立为他者负责的责任观并将安徽传统的自然观进行现代转换。

Responsibility is Prior to Rights——Ethical Basis for Anhui's Harmonious Ecological Construction from the Perspective of the Other

To realize the ecological harmony in the process of carrying on industry transfer and developing economy during the ＂12th five-year plan＂ period, Anhui should strengthen its punishment on the subject of environmental pollution and refer to the concept of western other ethics that responsibility is prior to rights as well as stick to the principle of environment foremost so as to establish a concept of being responsible for others and modernize Anhui＇s traditional concept of nature.
