| 摘 要： | 在我国,核能利用是大势所趋,核安全立法则势在必行。核安全立法应贯彻以人为本、预防为主、全程管控的立法指导思想,其体系内容应该包括审批管理制度、常规运行管理制度、风险监测和风险评估制度、核安全信息发布制度、核安全事故处置制度、核安全事故责任承担制度等。
