从财政性存款缴存情况看基层央行监管难问题

1998年以来,随着人民银行对财政性存款缴存的监管逐渐放松,金融机构出现了习惯性的逃避缴存等现象,基层人民银行在实施财政性存款缴存管理时遇到了范围难界定、职责未明确、处罚难实施、手段弱化等诸多问题。为此,要解决上述问题,则需要人民银行会同有关部门研究界定缴存的范围,从法律层面明确其管理职责,并且规范处罚依据。

Difficult Problem of Bank Supervision of Primary Central Bank from the Viewpoint of Financial Deposit

As People＇s Bank of China has gradually loosened the supervision on financial deposit since 1998,the financial institutions began to appear the phenomenon of habitual escaping from making the deposits.The primary PBC has come across many problems such as the scope is difficult to define,the responsibility is not specific,the punishment measures are hard to carry out,the regulation means are weakening when implementing the supervision on financial deposits.Therefore,in order to solve the stated problems,it is necessary for PBC together with other related departments to research and define the scope of the financial deposits,clear the work duties in the point of law and make a regular punishment basis.
