对我国农村建设取土制度化构建的探索

土地资源是国家发展的基础,当前我国农村建设取土存在着毁田取土屡禁不止,政策法规宣传不到位、乡村干部失职渎职、河道取土监管不力等问题。因此应在坚持保护耕地的原则下,通过各种相关制度的建设来重塑政府规制,解决农村建设取土制度中的具体问题,并将市场机制引入到农村建设取土的管理制度中,从而实现农村建设取土的制度化构建。

On the System Building of Construction Borrow Earth in Current Rural Development in China

Land resources are the foundational of national development,there are some problems in current rural development in China,such as sacrifice fields to construct,no enough propagandize of policies and regulations,rural cadre＇s dereliction of duty,lack of supervision of borrowing earth from channel,and etc.Therefore,we should adhere to the principle of protecting cultivated land,by founding a variety of related systems to reshape government regulation and to solve specific issues of rural development,at the same time,bring market mechanisms in the management of earth,in order to achieve the institutionalization of the rural building construction.
