政府财政投资的法律规制

前几年积极的财政政策促进了经济增长,消极作用是增强了政府在投资领域的干预。庞大的政府投资暴露出许多严重问题,如:决策不科学,管理不规范,监督不到位。应尽快出台《政府财政投资法》,科学界定政府投资范围,确保政府投资依法决策、依法管理,依法监督,建立一个完善的法律机制来保证政府投资卓有成效。

The huge government investment has exposed many se-rious problems,such as the unscientific de-cision,disorderly administration and the for-m alistic supervision.The government financial investment law must be form ulated as soon as possible in order to fix the government in-vestm ent area and ensure the scientific deci-sion, standardized administration and thethorough supervision.
