| 摘 要： | 化解我国的乡镇债务,必须从制度创新入手,发展农村经济,制定城乡一体化的宏观经济政策。同时,改革乡镇政府的体制与机构以及乡镇干部的管理与考核制度,构建乡镇债务风险的预警系统,推动城市化建设。
