为了提高欧洲的竞争力，欧盟近年来连续发布文件，对欧盟及其成员国政府如何采用标准化支持创新作出政策上的调整，提出了4项优先创新行动以及标准化支持创新政策的9大要素，并对采用标准促进科研成果产业化提出了政策方案。文章对欧盟文件的要点进行了解读，并就欧盟应用标准化方法支持欧洲竞争战略的基本脉络进行了探析。

Standardization:the Key Component of European Competition Strategy——The Interpretation of EU Policy for Using Standard to Support Innovation

In order to improve the competitiveness of Europe, the government of the European Union issued a series of documents in the last two years to adjust its policy to support innovation through standardization, identified four priority actions for innovation, nine elements to support innovation and competitiveness by standards, established policy solution of using standard to transfer R＆D achievement into industry and market. The authors try to interpret the key points of the documents, and sum up the fundamental skeleton of using standard to support the strategy of European competitiveness.
