| 摘 要： | 建立重庆市地方公共财政，是重庆市经济建设和社会发展的客观需要。是深化重庆市地方财政改革的重要内容。建立重庆市地方公共财政。有利于促进重庆市地方政府按照我国社会主义市场经济建设的要求转变政府职能。是振兴重庆市地方财政的有效途径。本结合重庆市社会经济发展规划和地方财政现状，较为系统地研究了建立重庆市地方公共财政的基本框架及实现途径。

| Abstract: | Establishment of local public finance is the objective requirement of economic construction and social development, and is the important content to deepen local financial reform, and helps transformation of governmental duty according to the requirement of socialist market economy construction and is effective way to vitalize local finance of Chongqing. Based on social and economic development plan and current financial situation, this paper systematically studies basic frame and realization path to establish local public finance of Chongqing. |
