| 摘 要： | 为推动黑龙江省资源型城市的转型发展,中央政府蛤予了提高深陷区治理补助标准、调整资源税税额标准、推行社会保障政策试点、企业所得税优惠措施和增值税转型试点等方面的政策支持.但在实际操作过程中,现行财政税收政策中不利于黑龙江省资源型城市经济转型的诸多问题也日渐凸现.应充分利用一般转移支付手段、设立转型专项基金、加大税收扶持力度等手段,为黑龙江省资源型城市经济转型提供政策保障.
