林业分类经营改革初探

随着社会生产的发展,人类对环境的影响日趋剧烈。与此同时,森林的生态环境调节功能也越来越受到重视,林业不但是一个物质资料生产部门,同时也是生态公益功能生产部门。新时期的社会发展对林业提出了新的要求,不仅要满足社会对木材等林产品的多样化需求,更要满足改善生态状况、保障国土生态安全的需要。如何调整林业分类经营方式,充分发挥林业在经济社会可持续发展的基础作用是我们当前面临的重要问题。

Discussion on Forestry Classified Management Reform

Along with the development of social production, environmental impact from human being has been increasingly severe. Meanwhile, ecological environment regulating function of forest has been paid more and more attention to, forestry is not only a physical material production department, but also production department with the ecological public welfare function. In the new period, the social development puts forward new requirements to the forestry, not only to meet social needs on diversification of forestry products, but also to satisfy more improvement of ecological status and safeguard homeland ecological security. It is an important problem facing us that how to adjust the forestry classified management mode and fully play the basic function of forestry in economic and social sustainable development.
