摘    要:近年来,军民融合的相关研究数量快速增长,但是从战略规划角度归纳军民融合的重要任务时,却面临着现有研究结论过于纷繁、相关理论支撑不足的困境。基于过程分析视角,结合技术发展规律、科技创新和科技组织方式等因素,构建军民融合科技创新体系三维分析框架,着重阐述该框架构建过程与潜在意义,以此分析世界主要国家军民融合科技创新情况。该分析框架能较好地阐述军民融合科技发展现状,而且其构建过程,对于未来军民融合科技发展的战略规划以及其它相似领域的战略发展研究具有很好的参考价值。

Research on the Analysis Framework of Military and Civilian Integration Technology Innovation System based on Process Perspective
Abstract:In recent years, the number of research and literature on civil military integration has increased rapidly.However, from the perspective of strategic planning, the practice of military and civilian integration is faced with the plight of the existing too numerous research conclusions and the lack of relevant theoretical support.From the perspective of process analysis, combined with the factors of technological development, technological innovation and scientific and technological organization, this paper constructs a three dimension framework for analyzing the innovation system of civil military integration.This paper focuses on the construction process and potential significance of the framework, and uses this framework to analyze the situation of military and civilian technology innovation in the main countries of the world.It is considered that the research framework can better explain the current situation of the development of military and civilian integration technology.Moreover, the construction process of the analysis framework has a good reference value for the future strategic planning of military and civilian integration technology development and other similar areas.
