黑龙江省沿边开放带发展服务外包业存在的问题及对策

黑龙江省对外与俄罗斯接壤,并与蒙古、朝鲜、韩国、日本毗邻。黑龙江省在东北亚既处前沿,又为枢纽,在全国对外开放格局中,尤其是沿边开放中扮演着重要的角色。目前黑龙江省沿边开放带在发展服务外包过程中还存在服务业发展相对滞后,人才缺乏,政府投入力度不够等问题。应通过完善服务外包统计体系,依据区域特色建立服务外包产业集群,建立完善人才培养体系,加大对服务业的资金投入和知识产权保护力度来促进沿边开放带服务外包业的快速发展。

Problems and Solutions on the Development of Service Outsourcing in the Open Zone along the Frontier of Heilongjiang Province

Heilongjiang province is border in Russia and adjacent Mongolia,North Korea,South Korea,Japan.Heilongjiang province is at the front of Northeast Asia and both the hub.It plays an important role in the the country opening up,especially along the border open.In the current open border zone in the development of services outsourcing are still lagging backward,lack of qualified personnel,inadequate government investment and other issues.We should be through the improvement of statistical system,based on regional characteristics to establish service outsourcing industry cluster,establish and improve the personnel training system,increase capital investment in services and intellectual property protection efforts to promote open border zone with the rapid development of service outsourcing industry.
