利用对外直接投资规避国外对华反倾销的思考——以印度为例

理论和经验表明对外直接投资是规避反倾销的一个有效途径。目前印度作为对华提出反倾销调查最多的国家,其涉案产品较多、涉案金额较大、影响范围广泛。以印度为例,对我国遭受国外反倾销调查的现状进行分析,可以发现国外对华反倾销形势严峻,而我国对外直接投资的潜力巨大。利用对外直接投资以有效规避国外对华反倾销,应在权衡各方面因素后选择合适的投资区位和投资方式,政府应对我国企业对外直接投资予以正确的政策引导。

Using Foreign Direct Investment to Avoid Anti- dumping Against China --Take India for Example

Analysis of theory and experience shows that foreign direct investment is an effective way to avoid anti - dumping. Till now, as most of the developing countries of anti - dumping investigation in China, India involves with kinds of products and lots of money, and the influence is a wide range. Therefore, this paper takes India as an example to explore the present situation of foreign anti - dumping investigation against China. It shows that foreign anti - dumping against China is grim and the potential of China＇s foreign direct investment is tremendous. Using foreign direct investment to avoid foreign anti - dumping investigations against China, namely for the location selection and the way of investment of foreign direct investment, Chinese enterprises should weight on various factors, then select a suitable investment location and way, what＇ s more, the Chinese government should give certain guidance to Chinese enterprises in the foreign direct investment.
