抗战前江苏省农民银行述论

相比较而言，江苏省农民银行是抗战前经营最好、成绩最为显著、对农村贡献最大的农业银行。尽管江苏省农民银行在对农村放款过程中，也存在合作社放款变成高利贷，农业仓库主要为地主和商人所利用等弊端，但是通过江苏省农民银行的放款，从城市向农村倒流了一部分现金，一定程度上缓解了农村金融枯竭。同时，合作社和农业仓库对农村经济发展与农村社会改造也做出了些微贡献。建立现代农业金融体系，改变农村借贷格局，使农民摆脱高利贷的剥削是一个综合工程，农业银行不能单独肩负这个重担。

On the Agricultural Bank of Jiangsu Province before the Anti-Japanese War

Compared with other agricultural banks, the agricultural bank of Jiangsu province managed the most successfully, achieved the most notably, and did the greatest contribution to Jiangsu countryside before the War of Resistance against Japanese Aggression. Although there were a lot of drawbacks during the bank's loan, such as the cooperatives loan became usury, the agricultural storehouses were mainly utilized by landlords and merchants, the bank's agricultural loan lead some fund flow from city to countryside, and that relaxed the rural finance exhaustion;the cooperatives and the agricultural storehouses did a little contribution to the countryside economy and to the countryside society transformation. It was a complex project to establish modern agricultural finance systems to change the debit and credit patterns in the countryside, and that needed a long time then the farmers could break away from the usury,and also the agricultural bank could not shoulder the gigantic task singly.
