摘    要:双循环新发展格局对我国创新提出了更高的要求。创新发展一方面需要科技创新,另一方面也少不了科学普及,中央强调科学普及与科技创新同等地位。基于三阶段DEA模型,对2008—2015年31个省市、自治区科普投入产出效率进行研究,按照经济发展情况把全国划分为三个区域。研究发现:我国科普投入产出技术效率的上升和规模效率的波动影响科普投入产出效率的升高;综合效率不断波动,经济发达地区总体效率最高,欠发达地区次之,较发达地区最差,且经济发展水平的差异造成了科普投入产出效率的差异。进一步分析了影响效率变化的原因,并给出提升科普投入产出效率的对策建议。

Research on the Relationship between the Level of Economic Development and the Input-Output Efficiency of Science Popularization Resources:Based on Three-stage DEA Model
Abstract:Under the new dual-cycle development pattern,higher requirements are put forward for innovation in China.On the one hand,innovation and development require scientific and technological innovation,on the other hand,scientific popularization is indispensable.The central government emphasizes that scientific popularization has the same status as technological innovation.Based on the three-stage DEA model,this paper studies the input and output efficiency of science popularization in 31 provinces,municipalities and autonomous regions from 2008 to 2015 and divides the country into three regions according to economic development.The study finds that the increase in the efficiency of science input and output in China and the fluctuation of scale efficiency have affected the improvement of the efficiency of science input and output in China;the overall efficiency is constantly fluctuating,and the overall efficiency of economically advanced regions is the highest,followed by developing regions,more developed regions The difference in the level of economic development caused the difference in the efficiency of science input and output.This paper further analyzes the reasons that affect efficiency change and gives countermeasures to improve the efficiency of science input and output.
