京津冀人才一体化协作实施状况分析

摘    要:京津冀人才一体化协作十年间,先后以"协议书"等形式建构出一套相对完整的人才协同发展战略。然而,其实施状况并不理想,人才协作规划本身存在统筹层次低、协作层级不够充分、各地人才政策不协调等问题。对此,可以采用协调人才布局、构建高端人才联合共享机制、打造区域内人力资源市场、突破制度障碍等方式进一步推进京津冀人才一体化的协同发展。

Abstract:In this decade of implementing Beijing-Tianjin-Hebei talent integration,it has constructed a set of relatively complete collaborative talent development strategy in the form of"agreement".However,its implementation situation is not ideal.The talent collaborative planning itself exists low level,inadequate collaboration hierarchy,talent policy coordination problems,and so on.So we can coordinate talent layout,joint construction of high-end talent sharing mechanism,build the human resources market in the region,break through the institutional obstacles to further promote the coordinated development of Jing-Jin-Ji district's talent integration.
