当前社保基金的安全问题及解决对策

社保基金能否安全运行,不仅考量着各级政府的施政能力,还关乎群众切身利益,因而受到广泛关注。但由于各种原因,当前我国社保基金管理中存在少缴漏缴、多领冒领、挤占挪用和违规投资等多方面问题,直接或间接影响到社保基金的安全。为此,需要从加强监管立法、增加监管投入、明确监管部门职责、创新基金监管机制和增加基金投资渠道等方面入手,强化对社保基金全面的安全监管。在具体监管中,既做到"节流"又做到"开源",不断夯实社保基金安全运行的根基。

Safety Problems of Current Social Security Fund and Countermeasures

Whether social security fund can operate safely not only tests the administration ability of governments at all levels,but also concerns the vital interests of people,thus attracting widespread attention.However,due to various reasons,there are many problems like underpaid evasion,overpaid impersonator,misappropriation and illegal investment of social security funds,having affected the safety of the fund either directly or indirectly.Therefore,to strengthen supervision of social security fund,measures should be adopted like legislation,supervision,clearly defined duty,innovation of fund administration mechanism and providing more investment channels.In specific supervision,sources of income should be broadened and expenditure should be reduced,to build solid foundation for safe operation of security fund.
