论反倾销的因果关系标准

因果关系标准问题是WTO多哈回合反倾销谈判中各国争议较为激烈的一个议题。本文分析了GATT／WTO和美国、欧共体法律规定的演变及主要成员方在多哈谈判中的立场和主张，指出标准问题主要取决于各成员方的反倾销政策和利益，以及各成员方在谈判中的妥协。本文也分析了我国的法律规定和实践做法，提出我国宜采用实质性标准。
