海西发展与乡村贫困：共生与治理

福建省在初步形成具有区域特色的强农惠农政策体系,持续推进农村体制机制创新,促进海西新农村建设又好又快发展的同时,也共生着有悖于海西和谐发展的乡村贫困问题,并在扶贫对象和扶贫本身方面有诸种体现。促进福建省在反贫困战略、反贫困内容、反贫困参与方式等方面加以改进和提高,提出有效治理乡村扶贫的因应之策。

Development of the Western Strait and Rural Poverty: Symbiosis and Governance

While Fujian province initially formed policy system of strengthening agriculture and benefiting peasants with regional characteristics,continually promoted the innovation of rural system and mechanism,pushed the sound and rapid development for the new rural construction in the western strait,there accreted the rural poverty problem contrary to the harmonious development of the western strait and reflected on object of the poverty alleviation and the poverty alleviation itself.The paper put forward countermeasures to govern effectively the rural poverty in improving and promoting the strategy,content,participation method of anti-poverty.
