| 摘 要： | 实现西部大开发战略目标的首要环节是改变西部人力资源现状,加大人力资源开发力度.要开发西部的人力资源尤其是人才资源,则必须大力发展西部地区的高等教育.发展西部地区高等教育的根本出路在于:建立健全政府宏观调控、高校自主办学的机制,产学研一体化及校企联合的科技转化机制,高等教育合理结构体系形成的运行机制,高校内部管理体制改革的激励约束机制.

| Abstract: | In order to reach the aim of west region exploitation,the most important step is to change the current situation of human resources and enhance the exploit power.The key is to improve the higher education of west region.The fundamental way out for developing higher education is to establish and strengthen the mechanism of government macro-control and to be independent in running a school,industry and research integration and science and technology transformation mechanism by combined school with enterprise,the operation mechanism of higher education rational construct system,management system reform and encourage restrain mechnism. |
