The paper analyses the impact on migrating surplus farming labor to city labor market and employers under different mobility using equilibrium theory.It further divides the market as professionals or non-professionals to see extend it exerts on labour market.After examining the nature of protection usually taken by governments,it raises some measures including total fertility rate control,labor training and booming tertiary in medium and long run.
