摘 要: | 加快农村人力资源开发对推进社会主义新农村建设具有重大战略意义和现实意义。我国农村人力资源基数巨大、富余劳动力多,质量不高、结构不合理,人才匮乏且流失严重,这是历史、体制、政策、观念等多种因素共同影响的结果。建议当前着重从加大农村人力资本投资、改革农村社会保障等制度、完善农村实用人才培养机制、促进农村富余劳动力转移、理顺农村人力资源开发管理体制等方面进一步强化措施,深入推进农村人力资源的开发利用。

The Situation and Countermeasures of Rural Human Resources Development under New Situations |

Abstract: | It has great strategic and practical effect on pushing the construction of new socialist countryside to speed up the development of rural human resources. We have a huge labor basis in countryside, with abundant surplus workforces, while low quality and bad structure in workforce, and lack of talented person. History, mechanism, policy . And people's attitude should take the responsibility for that. This article proposes suggestions of increasing the investment .reforming rural social security mechanism, perfecting talent training mechanism, pushing the transformation of surplus workforces and adjusting the managerial mechanism on rural human resources development. |
